CAL OSHA Title 8 Subchapter 7 section 3220 addresses the issue that companies need to develop and have in place emergency action plans.
The emergency action plan shall be in writing, and shall cover those designated actions employers and employees must take to ensure employee safety from fire and other emergencies.
This should address not just in the event of a fire but earthquake and other natural disasters.
